Although use of alcohol, tobacco and illicit drugs has been declining, a significant percentage of the U.S. population uses at least one of these substances1. Alcohol is the most commonly used psychoactive substance; in a 1992 survey, approximately 48 percent of the population surveyed had consumed alcohol in the past month and 26 percent smoked tobacco5.
