Meissner holds a PhD in International Politics from the University of Pretoria. His area of interest lies in the analysis of governance, institutional, policy and political dynamics of the water sector; analysis of policies, programmes and plans regarding water resource management and water-related issues according to research paradigms and social theories; and the involvement of non-state actors in water governance, water politics and environment related matters
