De Beer has an MEng (Civil Engineering) and a PhD (Civil Engineering) on pavements incorporating lightly cementitious road pavement layers. He is a CSIR principal researcher and professional engineer active in the areas of flexible and rigid road pavement materials, new and rehabilitation design and analysis methods of road pavements. His research includes accelerated pavement testing with the CSIR Heavy Vehicle Simulator since the late 1970s.
