Ugwuanyi Leonard Tochukwu was born in 15th May, 1968 in Opi. He had his primary school education in 1976 and teacher training college in 1987. He got admission to study Special Education in 1989 at the University of Jos, Masters Degree and Philosophy of Education in 1997 and 2005 at the University of Nigeria, Nsukka where he obtained his TCII, B.Ed, M.Ed and Ph.D respectively.
