He holds a degree in Economics and Business Administration and a PhD in Economics and Business Administration (Extraordinary Prize), and is a Professor of Public Economics at the University of Zaragoza. Principal investigator of the Research Group of Public Economy of the same university. He has been a researcher at the Institute of Fiscal Studies (1994-1997). He has carried out research for FUNCAS, the BBV and Argentaria Foundations, the Institute of Fiscal Studies, the Secretary of State for Finance, the Senate of the Nation, the Aragonese Economy Foundation, the Economic and Social Council of Aragon, the Government of Aragon or the Government of the Basque Country. He has published his papers in specialized journals, such as Energy Economics, International Tax and Public Finance, Fiscal Studies, Public Finance Review, Public Budgeting and Finance, Applied Economics, Environment and Planning A & C, Growth and Change, Public Economics, Journal of Applied Economics, Papers of Spanish Economy .
