Biography

 Ph.D. Economics (University of Leeds, UK). Professor of Applied Economics at the University of Las Palmas de Gran Canaria and Professor of Cost-Benefit Analysis at Carlos III University in Madrid. He has worked as an advisor to the European Commission, the European Investment Bank, the World Bank, the Inter-American Development Bank and the Asian Development Bank. He has published extensively in economics of infrastructure and transport, regulation and cost-benefit analysis.
