He graduated from Ankara University Law Faculty and completed his PhD at the same Faculty on Public Law. He has worked as Professor at Bilkent and Ankara University and as visiting professor in Chicago, Harvard, Princeton, Columbia, and Georgetown Universities. His principal subjects of research include Constitutional Law, Political Science, Political Parties and Parliamentarian Law.
