Biography

Arfeen is an Assistant Professor at the Quaid-i-Azam University, Pakistan and a Postdoctoral Fellow at UNU-EGOV. Also, he has spent three years as Assistant Professor/ HoD, Department of Management Sciences, and Deputy Director, Board of Advanced Studies and Research, Virtual University of Pakistan, Islamabad Campus. He also served as eGovernance Consultant with UNDP Projects at Federal and Provincial level in Pakistan. He has obtained his PhD in Engineering Management from University of Engineering and Technology, Taxila, Pakistan in March 2012. His PhD thesis title was “Analysis of Existing ICT Facilities of Public Sector Organizations and Development of an eGovernance Implementation Model for Pakistan”. He has worked as Principal Investigator in research projects sponsored by Higher Education Commission (HEC), Government of Pakistan. During his PhD, he spent one year as Doctoral Research Visitor at the Manchester Institute of Innovation Research in the University of Manchester, United Kingdom. Arfeen teaches Advance Research Methods, Business Research Methods, Management Information Systems, Performance Management and Qualitative Research Paradigm at under and post-graduate levels. He has supervised to completion 13 MSBA, 9 MPhil and 4 MS students. Currently, He is supervising 2 PhD and 3 MPhil students. He has published his research papers in HEC recognized and impact factor journals as well as presented many research papers in different conferences like ICEGOV, dg.o, ICTD and ECDG. Also, he visited China to participate in short course titled “Seminar on eGovernance for Developing Countries” sponsored by Ministry of Commerce, PR of China. He has served as an organizing committee member in the 1st international Deans and Directors Conference, as well as program coordinator in Continuous Professional Development and Moodle workshops. Dr. Arfeen has completed course titled “Evaluation of Science and Technology Policies” organized by the Manchester Institute of Innovation Research, United Kingdom.
