Prof. dr. Mutahhar Ulusoy was born in Yozgat. He completed his primary and secondary school education in Yozgat. He graduated from the Faculty of Dentistry of Ankara University in 1971. He completed his Ph.D. in Ankara University Dentistry Faculty in 1974. He became associate professor in 1979 and professor in 1986. Between 1982-1986, he served as Deputy Dean at the Faculty of Dentistry of the University of Ankara. Between 1986-1988, he worked as the Vice Rector of the Dicle University and as the Dean of the Faculty of Dentistry. He served as Senate Member of the University of Ankara between 1997-2000 and President of the Department of Prosthodontics of the Ankara University Dentistry Faculty between 1998-2001.
