Born on March 13, 1940, in Stavropol.In 1965, Koptev graduated from Bauman Moscow State Technical University with a degree in aircraft. He also has a doctorate in technical sciences and holds the position of professor.1991-1992 – Vice President of the Russian Corporation of General Machine Building Rosobschemash. 1992-2004 – CEO of the Russian Space Agency; CEO of the Russian Aviation and Space Agency. 2004-2008 – Director of the Military-Industrial Complex Department of the Russian Federation’s Ministry of Industry and Energy. 2008-2009 – Head of the group of advisers for Russian Technologies. Since 2009 – Chairman of the Scientific and Technical Council of Rostec Corporation.
Koptev has also been recognized as a winner of the State Prize of the USSR; a two-time winner of the State Prize of the Russian Federation; and winner of the Prize of the Government of the Russian Federation named for Yu. A. Gagarin.
