Mr. Moreland is one of the nation's leading road-building experts. He served as President of Moreland Altobelli for 23 years and currently holds the position of Chairman | CEO. During that time, the firm has grown to more than 300 employees and provided design, right-of-way and construction supervision services for major projects throughout Georgia and selected projects in other states. Mr. Moreland serves as Principal in Charge of the Gwinnett County (Georgia) Road Improvement Bond and Sales Tax Programs. These programs, totaling $400 million, include 55 major road projects, 24 bridge replacement projects, 79 intersection and turn lane projects and 37 rural road segments. In addition, he is serving as Principal in Charge of the Chatham County (Georgia) Right of Way Acquisition Program, an acquisition of approximately 1200 parcels of land over a four-year period. He has also supervised the firm's management activities for several other projects including the Kennedy Interchange and Sugarloaf Interchange. These projects entailed the addition of two new interchanges and reconstruction of four other interchanges on I-75 and I-85. Prior to organizing Moreland Altobelli, Mr. Moreland had a 30+ year career with the Georgia Department of Transportation (GDOT), serving as Commissioner and/or Chief Engineer for the last 17 years. In this capacity, he headed a department of 6,000 people and an annual budget exceeding $1 billion. While Commissioner of the GDOT, Mr. Moreland served for 11 years on Metropolitan Atlanta Rapid Transit Authority (MARTA) Board of Directors. He also worked with the Georgia General Assembly annually on drafting and reviewing legislative proposals germane to GDOT’s goals and policies and participated in budgetary processes and was successful in obtaining funding support for the Department’s multi-modal transportation program.
