Biography

Lam has 16 years’ experience after graduate studies in environmental engineering from the University of Queensland’s School of Chemical Engineering. He is NEMA certified environmental (EIA and auditing) practitioner and registered Professional Engineer in Uganda. Lam is also a registered consultant of the World Bank (No: UPI 452703). He has led EIA, SIA and RAP studies for numerous oil and gas and energy projects including Ayago HPP; Isimba HPP; Muzizi HPP; Nyamughasana-2 HPP, Mputa Thermal Power Plant air & noise modeling; Namanve Thermal Power Plant noise, air quality impact assessment; Bugoye HPP air & noise assessment and Nengo HPP air & noise assessment. He has led EIA studies for numerous oil exploration, appraisal and development wells for Heritage Oil, Tullow Oil, TOTAL E&P and CNOOC Uganda LTD. He led EIA team for proposed renewable fuel facilities in Uganda including a biofuel project (refinery and sorghum plantation) in Kayunga District-a USD 30 million biofuel project comprising a refinery and a 3530-acre sorghum plantation to supply the refinery. He has also been involved with environmental studies for hybrid solar-thermal power generation plants (Kalangala islands and Namugoga near Kampala City) in Uganda. He has led teams on EIA studies for over 1000 km of high voltage transmission lines (including the very first 400 kV line in Uganda). He has led life and fire safety audits of IFC-funded project(s) in Uganda and Rwanda. He has been Team Leader for numerous World Bank projects. Lammeck taught environmental engineering, water resources and renewable energy courses at Makerere University for 10 years before retiring to private engineering consulting practice. He is an active member of Uganda Institution of Professional Engineers (UIPE) and once vice chair of its environment committee. He is proficient in computer modelling for air pollution, noise pollution, oil spill (for contingency planning and risk assessment).
