Biography

Yankovsky Oleg Nikolaevich , Deputy Head of the Main Department of Science for Research, Candidate of Physical and Mathematical Sciences. He was born on July 17, 1965 in Minsk. In 1982 he graduated from the secondary school â„– 19 in Minsk and entered the Belarusian Polytechnic Institute at the Faculty of Engineering and Physics. In 1987 he graduated from the Instrument-Making Faculty of the Belarusian Polytechnic Institute, specializing in "Technology of special materials of electronic equipment", has the qualification of an engineer of electronic engineering. After graduation from September 1987 to June 1990, he worked at the Institute of Electronics as an engineer, then from June 1990 was transferred to BSU at the Department of Semiconductor Physics at the Physics Department. He worked in research laboratories of semiconductor spectroscopy, physics and semiconductor technology. From 1993 to 1996, he completed internship and post-graduate studies at the Higher Chemical Technology School (VŠHT) in Prague, Czech Republic, where he studied the modification of the electrophysical and structural properties of polymers. In 1996 he defended his thesis. Candidate of physical and mathematical sciences. From November 1997 to February 2008 he worked as deputy head of the National Research Institute, a scientific secretary. In February 2008, he was appointed to the post of chief adviser of the department of science and innovative development of the Staff of the Council of Ministers of the Republic of Belarus. In February 2009 I was transferred to work at BSU. Currently he works as deputy head of the Main Department of Science for Research of the Belarusian State University. Author of more than 70 scientific works in the field of modification of electrophysical and structural properties of polymers, EPR spectroscopy of composite materials and polymers, semiconductor micro- and nanoelectronics, radiation physics of semiconductors and high-molecular compounds. He was responsible for the preparation of normative legal acts, analytical information on scientific and innovative activities, supervised the information support of the implementation of the State Program for the Innovative Development of the Republic of Belarus, provided analysis of the implementation of scientific programs, supervised the implementation of scientific programs Scientific and innovative activity of the National Academy of Sciences of Belarus, was responsible for improving the regulatory ravovoy base of the organization of scientific activity. He was awarded with the Certificate of Honor of the Ministry of Education of the Republic of Belarus (2001), the Diploma of the Ministry of Education of the Republic of Belarus (2011), the Certificate of Honor of the Belarusian State University (2015), entered on the BSU Honors Board (2015).

Research Intrest

Provides organizational and methodical work on the implementation of the main tasks and functions of the Main Directorate of Science, as stipulated in the VCO Regulation; Supervises and coordinates the work of the department for the support of innovation and protection of intellectual property, the department of advertising and information support of scientific developments, the department of metrology and standardization; Within the limits of its competence the implementation of the BSU Policy in the field of quality, participation in the implementation of the relevant QMS processes in the direction of the work performed; Is responsible for issues of information and consultative support of all VCO units on issues of scientific and innovative activity; Develops and implements measures to improve the organization of working methods of the VCO, strengthen the executive discipline, improve the business skills of employees; Makes proposals to the management on improving the structure and activities of the supervised departments; Organizes the preparation of drafts of local regulatory legal acts and administrative documents for the improvement of scientific and innovative activities in BSU; Ensures the rational arrangement and use of personnel in the supervised divisions of the VCO, compliance with labor discipline; Gives verbal instructions, mandatory for execution by the VCO staff; Makes proposals on the appointment and dismissal of employees of the supervised departments, the application of incentive measures and imposition of disciplinary sanctions against them; Organizes the work on upgrading the skills of the employees of the supervised departments; Determines the duties of the employees of the supervised departments in accordance with the post, their rights and responsibility for the results of labor, ensures the development and approval of job descriptions of employees; Organizes the work on the fulfillment by the departments of the main tasks and functions stipulated by the Provisions on departments; Organizes work on the formation of prospective and current work plans of departments, monitors their implementation; Directs and directly participates in the development of local normative acts in accordance with the tasks and functions of departments; Supervises within its competence the preparation of annual reports on the scientific and innovative activities of BSU; Organizes preparation of reference and analytical materials, reports, forms on all aspects of scientific and innovative activity, metrological support of R & D, standardization of the complex of BSU for public administration bodies; Provides interaction with the republican bodies of state administration, scientific institutions of the National Academy of Sciences of Belarus, higher education institutions, scientific organizations and enterprises of economic branches within the framework of the direction being supervised; Is a member of the VCO's Scientific Council; Complies with the requirements set by regulatory legal acts on labor protection and fire safety; Ensures healthy and safe working conditions at each workplace; Carries out constant monitoring of compliance with the requirements of regulatory legal acts on labor protection, collective agreement, internal labor regulations, fire safety; Does not allow to work, removes from work on the relevant day of the worker who appeared in the workplace in the state of alcoholic, narcotic or toxic intoxication, and also in a state associated with a disease that prevents the performance of work; Immediately informs the employer (labor protection and emergency management) of fires, accidents at workplaces and provides the necessary assistance to the victims; Fulfills the obligations to implement the requirements set out in the OSH Safety Management System Manual (OSH).
