Dr. Zia E. MADANI is UNESCO-IOC Expert on Marine Scientific Research for Special Arbitration under Annex VIII of UNCLOS. He is also the head of the Department of Law of the Sea and Ocean Policy at the Iranian National Institute for Oceanography and Atmospheric Science, and is an Assistant Professor in International Law of the Sea. Dr. Madani has a particular interest and has published papers on Law of the Sea and Ocean Policy, Antarctic Law and Policy, Legal Aspects on Marine Scientific Research, etc. Dr. Zia E.
