Daniel is Head of Adaptation at the Committee on Climate Change, the independent body established by the Climate Change Act (2008) to advise the UK and devolved governments and Parliament on how to reduce greenhouse gas emissions and prepare for climate change. He leads the secretariat for the Adaptation Sub-Committee (ASC). In July 2016, the ASC published the latest five-yearly UK Climate Change Risk Assessment on behalf of the government. Daniel joined the CCC in 2013 following ten years in various strategy and policy roles with the Department for Environment, Food and Rural Affairs. Daniel was Defra’s head of flood funding, insurance and outcomes during the period of the Pitt Review, the Flood and Water Management Act, and the end of the ‘Statement of Principles’ on flood insurance. He led negotiations with the insurance industry on Flood Re and developed the concept of Partnership Funding through to successful delivery. Previously he was Defra’s policy lead on low carbon technologies including carbon capture and storage, and sponsored the Carbon Trust. His early career was in management consulting including for PA Consulting Group and Detica, now part of BAE Systems, working for clients in the finance, media, energy and national security sectors.
